Description
During on-site visit of the third verification period the DOE observed that the project’s situation deviated from the provision of the registered monitoring plan. Due to the fact that two more power plants were connected to the grid and electricity was measured via main meter M3, the way to calculate EGy of the proposed project must change. This joint metering requires a deviation to the monitoring plan only covering the third monitoring period.

Since this difference only appears for the specific monitoring period and is therefore not permanent a revision of monitoring plan is not necessary.

Impact
2 additional main meters are necessary to calculate the emission reductions. The impact is assessed as minor since the meters have the same accuracy level, are calibrated duly and are under control of the grid operating company. The determination is assessed to be fully in line with the applied methodology.

Decision This request for deviation has been accepted.

The Chairs have accepted the proposed request for deviation to the monitoring and reporting process for the third monitoring period from 1st January 2009 to 29 March 2010.

The final verification should raise a Forward Action Request (FAR) asking PP/DOE to check if a correction in the monitoring plan in the registered PPD is required in the future monitoring periods due to the connection with the new substation (Duohe 330 kV), as mentioned and assured by this deviation request.
