Description
The deviation is about the adjustment of metered data from electricity meters monitoring the net electricity to the grid (EGy), due to lower meter accuracy level than that described in the approved monitoring plan of project 3121, Yunlong 8MW Hydropower Project. The deviation will be applied to the time period up to replacement of meter, 03/06/2010(starting date of crediting period) – 11/08/2011/(replacement date of meter with accuracy level 0.2s instead of 0.5s).

>> Description of noncompliance with the monitoring plan

There are two electricity meters for parameters to be monitored. The electricity meter for monitoring the total electricity generated(M1) is installed in the powerhouse and the electricity meter for monitoring the net electricity to the grid from the project(M2), is installed at the Pyochon substation(grid company) of CSPG.
It is found that the accuracy level of the meter(M2), is 0.5s (the maximum error for the meter is 0.5%), while the accuracy level of the meter described in the registered PDD is 0.2s (0.2% as maximum error). According to the description of the approved monitoring plan in the registered PDD, the accuracy level of both M1 and M2 should be 0.2S.
Although this noncompliance has been recognized by the project owner right after the registration of project 3121, as the replacement of the meter is definitely related to determining the amount of electricity sold to the power grid by the project, it took much time for the project owner and the grid company to negotiate and finally reach agreement on the issue. As a result, the replacement of meters took place on 11 August 2011.


>> Solutions to address the nonconformity

The accuracy of the electricity meters actually installed during the time period of 03/06/2010 – 11/08//2011 is 0.5S. The accuracy level was confirmed via regular calibrations at 13/09/2010 in accordance with the relevant industrial standard, revealing that the meters are in the range of the permissible error and thus that the maximum possible error of the meter(M2) during the time period is 0.5%. Therefore, the uncertainty in ER calculation caused by noncompliance of the meters can be eliminated by adjusting the metered data by their actual accuracy level in a conservative manner.

To be specific, in calculation of the baseline emissions for the time period, the net electricity to the grid at the grid company (EGy) will be decreased by 0.5%.
Assessment
Since the meter with the lower accuracy level, 0.5s, was replaced on 11 August 2011, the current monitoring system is in full consistence with accuracy level of electricity meters, 0.2s, described in the approved monitoring plan. There are no other changes in the project activity as described in the registered PDD. Under the circumstance, a revision of the monitoring plan is not applicable.
Impact
The deviation, with conservative adjustment of the metered data, will impact the emission reductions achieved by the project activity between 03/06/2010 - 12/04/2011 , this monitoring period, in the following aspects:

Baseline emissions: The net electricity to the grid at the grid company (EGy) during this monitoring period is 35,783MWh, as metered by electricity meter with accuracy of 0.5s. With a deduction of 0.5%, the baseline emissions during the time period will be decreased by 35,783MWh x0.5% x0.8712MWh/tCO2e (the EF of the power grid) = 156 tCO2e.

Emission reductions: Collectively, the emission reductions of the project during the time period will be decreased by 156tCO2e as a result of the deviation.
