Description |
The deviation is for the first minitoring period (13/02/2009 – 31/12/2009) of the registered CDM project (Ref 1674: Waste Heat Recovery and Utilisation for Power Generation Project of Jiande Conch Cement Company Limited).
Description of noncompliance with monitoring plan (MP) As per ACM0004 version 02 and registered monitoring plan, the monitoring system has been installed to monitor total generation (EGGEN) and auxiliary electricity (EGAUX), and the net electricity supplied to facility (EGy) by the project is obtained as: EGY = EGGEN– EGAUX Where,: EGGEN total electricity generated EGAUX auxiliary electricity According to the registered monitoring plan, the net electricity supplied to facility(EGy) should be also measured by a backup meter, which is used for crosschecking the total generation (EGGEN) minus auxiliary electricity (EGAUX) The non-compliance is the absence of the backup meter from 13/02/2009 to 12/06/2009. The project was put into operation before the CDM registration. However, meter 52P, the backup meter, which is used for crosscheck, was not installed until 12/06/2009. The monitoring system is shown in the following figure. Solutions to address the noncompliance The monitoring system is in full compliance with ACM0004 version02 without the backup meter. The data of EGGEN minus EGAUX from Jul. 2009 to Dec. 2009 has been crosschecked against readings of the backup meter. The difference between the two values in each month is ranging from 0.03% to 0.12%, which is considered as a reasonable range caused by the accurancy of the meters. As the accuracy of the meters of EGGEN and EGAUX is 0.5%, an adjustment is made based on the maximum permissible error of the meters used. Therefore, in order to address the noncompliance due to later installation of the backup meter, a conservative approach is applied that the data of EGGEN from Feb. 2009 to Jun. 2009 is decreased by 0.5% and the data of EGAUX from Feb. 2009 to Jun. 2009 is increased by 0.5%. |

Assessment |
As the current monitoring system is in full compliance with ACM0004 and description in the monitoring plan of the registered PDD, a revision of monitoring plan or the chages from the project activity is not necessary for the project activity.

Impact |
The deviation results in lower emission reductions for the project activity.
As discussed above, the value of EGGEN from Feb. 2009 to Jun. 2009 is decreased by 0.5% and the value of EGAUX from Jun.2009 to Jun. 2009 is increased by 0.5%. The data monitored for EGGEN from Feb. 2009 to Jun. 2009 is 21890.520MWh and the data monitored for EGAUX from Feb. 2009 to Jun. 2009 is 1493.766MWh and the baseline emission factor calculated ex-ante in the registered PDD is 0.9047tCO2/MWh. With this request for deviation and after the conservative adjustment of metered data, the emissions reductions are reduced by (21890.520MWh*0.5%+1493.766MWh*0.5%)*0.9047tCO2/MWh=116 tCO2e compared with the figure directly calculated from the metered data. |
