Description |
The power plant includes:
- a new biomass residue powered boiler with firing capacity of 20 ton of biomass residues per hour that works at a pressure of 20 BARg; - a 1.2 MW steam turbine which is connected to a power generator. While no connection to electricity grid is available in the region of the project activity, no surplus electricity generated under the project activity is sold to third parties. In the absence of the project, the existent demand for electricity and heat (steam) would continue to be met by existent diesel electricity generators, a smaller steam boiler powered by biomass residues (heat demand of industrial installations) and a LPG steam boiler (heat demand of the personnel camp). The project utilises biomass residues which are generated as a by-product of lenga lumber production at Forestal Rusffin sawmill and would otherwise be disposed and biodegraded under anaerobic conditions. The project activity results in the reduction of GHG emissions through: - displacement of the use of diesel for power generation; - displacement of the use of LPG for heat (steam) generation. A small fraction of LPG is used in the camp kitchen in the baseline scenario. Also as a result of the implementation of the project activity, LPG stoves were replaced by electric stoves; - avoidance of methane emissions due to biomass decay under anaerobic conditions. According the revised monitoring plan (approved by CDM Executive Board on 16 July 2010), the Net electricity generation (Parameter ID Number 7) has to be monitored, discounting the Auxiliary Electricity Consumption (Parameter ID Number 5), that uses the renewable energy generated to activities related to the project activity (biomass feeding system, pumps, compressor, and other boiler related equipment) from the Gross electricity generation (Parameter ID Number 6). DNV has verified that there was no direct measurement instruments installed for measuring the amount of electricity consumed by such auxiliary equipment (Parameter ID Number 5) during the monitoring period in question. Thus, in the context of this monitoring period, total electricity consumed by the project plant’s auxiliary equipment is thus conservatively estimated by the project participant as the product between the sum of nominal power capacity of all related auxiliary equipments (considering nameplate power of each equipment) and 8760 hours of operation per year (24 hours/day), limited by the electricity generation (powered boiler and 1.2 MW steam turbine). In absence of actual measurements, this represents the most conservative assumption theoretically possible. From the third verification on (April 2008 on), as a monitoring improvement, the project participant have installed an appropriate and calibrated electricity meter (on 29 July 2008) to measure electricity consumption of power plant’s auxiliary equipment which is sourced exclusively from the CHP plant. A. Data to be used for the deviation period (4/6/2007 – 31/3/2008) The daily auxiliary electricity consumption was calculated based on the nameplate capacity of auxiliary equipments and operation of 24 hours/day (this value is expected to be higher than the real electricity consumption as the calculus considers full capacity operation). The electricity generation of the CHP system is only used for the sawmill requirements and the auxiliary equipment only consumes energy when the CHP system is operating (mainly composed by energy consumed by the biomass feeding system, pumps, compressor, and other boiler related equipment). Considering this, is not technically possible that the auxiliary electricity consumption would be higher than electricity generation, therefore, if the CHP system electricity generation is lower than the theoretical energy consumption 6304 kWh/day, the auxiliary electricity consumption would be at most equal to the generation (assuming that no energy was supplied to the sawmill). As a conservative approach, when CHP generation is lower than 6304 kWh/day, it will be considered that the auxiliary electricity consumption is equal to CHP generation. Assessment |
No revision of the monitoring plan or the changes from the project activity are necessary. As of 29 July 2008 the auxiliary consumption is measured with an appropriate and calibrated electricity meter in accordance with the requirements of the monitoring plan.

Impact |
Since the approved monitoring methodology AMS-I.C (version 07) requires the emission reduction to be determined based on the net electricity generation of the project plant (the difference between total gross electricity generation and total accumulated electricity consumption by the project plant’s auxiliary equipment), the emission reductions from the electricity generation will be calculated using the nameplate capacity of auxiliary equipments (attached with this document) and considering operation of 24 hours/day (or if the CHP system electricity generation is lower than the theoretical energy consumption 6304 kWh/day, it will be considered that the auxiliary electricity consumption is equal to CHP generation). This value is expected to be higher than the real electricity consumption as the calculus considers full capacity operation, and therefore the emission reductions will be conservatively calculated.
