Description
Within the period 05/10/2010 at 17:00h till 23/02/2011at 00:00h period, the metering system described within the registered PDD for determination of the quantity of dry gas produced in the gas processing plant (VB,drygas) broke down. During this period, alternative flow meters (id M0-2; M0-3 and M0-4), located at the Tegal Gede metering station (within same pipeline) were used as replacement for quantifying the dry gas produced and delivered to the pipeline. The metering station Tegal Gede although described in the registered PDD, is outside the project boundary. There are no other alternative metering systems in place to quantify the dry gas produced within the project boundary.

The metering system at the Tegal Gede metering station are fiscal meters, as per regulation strict calibration requirements apply.

22/02/2011, M0-1 was recalibrated.
From 23/02/2011 at 00:00 h, M0-1 meter (located within the project boundary) was fully restored and re-used for the quantification of the dry gas fed to the pipeline (return to the original situation as described in the registered PDD).
Assessment
The alternative monitoring system for quantification of the quantity of dry gas produced and fed to the pipeline was used during a determined period. After that period the monitoring was restored to the original situation. As such there is no impact on future monitoring periods. Hence, no revision of the monitoring plan is needed.
The temporary change in metering system does not catagorise as a permanent change, nor does it impact the additionality, scale of project activity and the applicability/application of an approved methodology. Hence no project activity change.
Impact
During this monitoring period (01/10/2010 – 28/02/2011), the M0-1 differential pressure flow meter (continuously) used for determining the quantity of dry gas produced in the gas processing plant, located at the dry gas output to the pipeline broke down from 05/10/2010 17.00h to 23/02/2011 at 00.00h.
As an alternative the metering system (M0-2, M0-3 and M0-4) located at the Tegal Gede metering station, 35 km downstream of the pipeline was used for determination of the quantity of dry gas produced (from 05/10/2010 00:00h to 23/2/2011 00.00h).
The 3 flow meters at Tegal Gede, are differential pressure flow meters (with continuous measurements) and equipped with respective secondary instrumentation (P,T). All 3 meters are fiscal meters.
As is the case for M0-1, all meters at the Tegal Gede station are calibrated and inspected in accordance with Government regulation by the Direktorat Metrologi and granted permission by Direktorat Jenderal Minyak Dan Gas Bumi. All calibration records an permits are available.
For all meters the measurement accuracy is defined and in line with regulation for fiscal meters (Departemen Energi Dan Sumber Daya Mineral Republik Indonesia Direktorat Jenderal Minyak Dan Gas Bumi ref. 8631/18.06/DJM.T/2008 indicates accuracy < 1%).

Calibrated: 21/10/2009; 06/10/2010: validity 21/10/2010, 06/10/2011 (frequency of calibration: annually)
M0-3: orifice plate, serial number: USMMN 0509 0042, 113.02
Calibrated: 21/10/2009; 06/10/2010: validity 21/10/2010, 06/10/2011 (frequency of calibration: annually)
M0-4: orifice plate, serial number: 25172
Calibrated: 30/10/2009; 25/10/2010: validity 20/10/2011, 25/10/2011 (frequency of calibration: annually)
For the total dry gas delivered to the pipeline, the summation of M0-2, M0-3 and M0-4 is made.

Based upon the site visit conducted to the Tegal Gede metering station and the gas processing plant (dd. 19/07/2011), on-site interviews and assessment of instrumentation, regulation and calibration records, it can be confirmed that the temporary change of metering system used for this determined period does not have an impact upon the quantity of dry gas produced. In addition production records have been reviewed to confirm the period when M0-1 was out of order.
However given the extra piping involved, the additional project emissions from the leakage of methane from the pipeline from Tambun gas processing plant to Tegal Gede (PECH4, pipeline) increases.
This increase in fugitive project emissions is calculated using the guidelines included within methodology AM0009v2. The extra pipleline information (eg. Number of flanges, valves, connectors, seals, …) is determined based upon ‘as-built’ process and instrumentation diagram (P&ID).
As such the additional PE incurred is 26.45 t CO2eq.
This amount has been added within this monitoring period.
