Description |
The deviation is requested regarding the monitoring of Gross power genetaion from turbine (EG gross, y) and Auxiliary power consumption in the power generation plant (EG aux, y ).
As per section B.7.1 of registered PDD Monitoring Plan, EGgross,y (Gross Power generation from Turbine) and EGaux,y (Auxillary power consumption in power generation plant) was supposed to be continuously measured by calibrated energy meter. At project site monitoring of these parameres is in line with the registered monitoring plan. However as per the methodology ACM 0004 version 02, both energy meter and DCS are required to continuously measure the parameters i.e. Total Electricity Generated (Gross power generation from turbine) & Auxillary electricity consumption at the project site. The EGgross,y and EGaux,y are being measured only by the energy meter. & measured data was recorded in the log books at the project site. This measured data was not being recorded in the DCS for the current monitoring period (19/10/2007 to 31/07/2009) which is under verification. The issue was raised to the project proponent. In response, project proponent confirmed to rectify the same during next scheduled shut-down period for the plant in October 2010. The DCS will start monitoring of the above parameters from 01/11/2010 as committed by the projct proponent. The same will be checked during next verification audit. It is noted that the recording mechanism for the measured data was done manually instead of DCS system. The meters are calibrated by external agency. Thus non existence of DCS system had no impact on the emission reductions for the deviation period. Therefore it is requested that the EB allows the project activity deviation of non installation of DCS for monitoring of Gross power genetaion from turbine (EG gross, y) and Auxiliary power consumption in power generation plant (EG aux, y ) for the period from 19/10/2007 to 31/10/2010. |

Assessment |
PP has not installed the DCS system to measure the parameters Gross Power Genetaion from Turbine (EG gross, y) and Auxiliary power consumption in power generation plant (EG aux, y) as required by applied methodology. The deviation will not continue for the entire crediting period and DCS will be installed at the plant site to monitor the Gross Power generation from Turbine & auxillary electricity consumption from 01/11/2010. Hence the generated electricity will be monitored through DCS as well as by energy meter which will comply the requirement of monitoring plan of the applied methodology. The deviation from applied methodology is only applicable for the period from 19/10/2007 to 31/10/2010. Since, the registered monitoring plan did not mention about DCS, the revision in monitoring plan has already been submitted to UNFCCC. There is no design change from the project activity described in the registered project design document.

Impact |
There are energy meters installed to measure EGgross,y and EGaux,y which have undergone regular calibration and maintenance throughout the monitoring period.. The meter readings are recorded in the plant log sheet shiftwise by shift incharge (every 8 hours). The only difference between provision of the methodology and the actual project monitoring is that as per the methodology the recording should be electronically (DCS) while in the project case it is manually in log sheet.
Energy meters are calibrated by external agency (Parashar Micro Measurements Pvt Ltd). Had the DCS been implemented, there would not have been any difference in the DCS data and the logsheet data. Thus there is no impact of deviation on the estimates of the emission reductions for the project activity. |
