Description
The deviation is requested against the monitoring plan included in the validated and registered PDD for the run of the river hydropower project of (8.25 MW x 3) 24.75 MW capacity with the project title “24.75 MW Ranganathaswamy Mini Hydel Project, Karnataka” (UNFCCC # 1345), registered on 18 June 2008. The project activity follows the approved consolidated methodology ACM0002 version 06. The methodology ACM0002 version 06 does not require the monitoring of diesel for DG sets.

The registered PDD (dated 24 May 2008), states that the diesel consumption in the DG set will be monitored using a weighbridge. During the first verification period it has been observed that the diesel consumption in the DG set operation is not monitored with the weighbridge meter. The project proponent monitors the total procurement of the diesel (from nearby/local diesel bunks as and when required) based on the purchase bills and maintains the diesel register. The diesel procured is used for the company vehicles and for diesel generator set also. The diesel consumption in the DG set is from a small storage tank and consumption is monitored with the level gauge, and recorded on daily basis in the log book. The diesel register and the consumption in DG set was verified by DNV during the site visit for the verification period.

The deviation sought is on the method of measurement of diesel consumption in the DG set. The project proponent is not monitoring the diesel consumption in DG set using a weigh bridge, but has the total diesel procurement data, and also the diesel consumption in DG set using the level gauge. The deviation sought for this verification period, is to account the total procurement of diesel for project emissions, to be conservative.
Assessment
Future action: However considering that monitoring of diesel consumption in DG sets using level gauge is accurate, the project proponent will, prior to the requesting issuance for subsequent verifications, seek a revision of the monitoring plan to monitor the diesel consumption in DG set based on the level gauge reading on a daily basis.

In light of the above mentioned points, the CDM EB is requested to allow for the deviation from the monitoring plan given in the registered PDD.
Impact
The deviation does not impact the estimates of the emissions reductions as the project emission from diesel consumption is measured by the level gauge instead of weighbridge meter. The full diesel procured will be treated as consumption for the present monitoring period which shall result to overestimation of project emission.
