I-DEV0322: Deviation from the measurement methods and procedures as well as QA/QC procedures to be applied to the electricity supplied by the grid to the project activity from what was described in the registered PDD

As described in the registered PDD, the measument methods and procedures to be applied to the monitoring of the electricity supplied by the grid to the project activity are the following:

“Directly measured and publicly available official data.
Distribution of electricity in Brazil is a government concession and is regulated by the Brazilian Electricity Agency (ANEEL acronym from the Portuguese “Agência Nacional de Energial Elétrica”). Measurement methods and procedures carried out at Grupo Rede CDM Project are in accordance with legal and regulatory requirements determined by ANEEL (see ANEEL, Resolução Normativa No 163, de 1º de Agosto de 2005).”

During the verification of the project activity it was noticed that electricity supplied by the grid to the project activity is directly measured at substations at Cemat’s concession area and at consumers at Celtins concession area. However, differently from what was stated in the registered PDD, information regarding the electricity supplied by the grid specifically to the region considered in the CDM project activity is not publicly available only in consolidated form for the whole concession area of one company. Therefore, energy measuremets made at each substation and consumers considered in the project is not public available.

Additionally, as a QA/QC procedure it was documented in the registered PDD that this information would be “cross-checked in the general balance of all the meters at each distributer”. Considering publicly available information is not accessible, information reported by Celtins and Cemat was cross-checked following the procedure further explained below.

For the cities located at Celtins’ concession area, where lower voltage lines (38 kV) are used for the transmission, no substations were installed and electricity supplied by the grid to the project activity was taken directly from the final consumers’ meters. Information about electricity consumption of each consumer was then cross-checked against the official invoices issued by Celtins.

Regarding the cities comprised at Cemat’s concession area, where the voltage of the lines is higher (138 kV), substations equipped with energy meters were installed. However, data from these meters are not available from 1 January 2001 to 31 December 2004 and only partially available from 1 January 2005 to 31 December 2007. For the months in which information from the meters is not available, final consumers metered consumption, cross-checked against official invoices, is used to determine the total electricity supplied by the grid. It may be added that the electricity supplied to the final consumer is a more conservative variable because local transmission and distribution losses are not taken into account.

In this sense, whenever original information from the meters was available it was crosscheked against Cemat’s annual reports, and whenever consumers’ information was used it was crosschecked against the values informed in the invoices.

No revision of the monitoring plan is applicable since the crediting period of this project has already ended. The DOE recommends these issues to be addressed and revised accordingly during the renewal of the crediting period.

An identical request for deviation has been submitted for the monitoring period 01/01/2003-31/12/2007.

The purpose of this deviation is to ensure that information provided by project partipants is consistent and can be crosschecked using reliable evidences. Additionaly, the use of the deviation is more conservative since information from the consumers, whenever used, does not consider technical and commercial losses – i.e. is lower than the information taken from the meters located at the substation before it is distributed to the consumers. Thus, the actual emission reductions will be lower than the estimated in the registered PDD.
