Description |
The deviation is about the adjustment of metered data from a meter measuring project emissions due to lower meter accuracy than required in PDD.
Description of noncompliance with monitoring plan (MP) The monitoring system (as shown in the attachment) has been installed, which is in full compliance with methodology and PDD. Two bidirectional electronic meters (M1 and M2) have been installed at the project. One is installed at the entrance end of Wenhua substation (temporarily named Furaoshan substation in the registered PDD) of the power grid (Meter M1, as key meter) to measure both the electricity exported by the project to the power grid and the electricity imported by the project from the power grid, the difference of which is the electricity supplied by the project activity to the grid. The other is at the exit end of the substation of the project (Meter M2, as check meter) which is also intended to measure the electricity exported and electricity imported, for use in case of error or emergency of the key meter M1. All the monitoring system in operation period is consistent with the description in the registered PDD, except the accuracy of the meters. According to the PDD, the accuracy of the meters M1 and M2 should be 0.2s. However, in the actual monitoring system, the accuracy of meters M1 and M2 is only 0.5s. Solutions to address the noncompliance Although there is an inconsistency with regard to the accuracy degree of the meters with the accuracy specified in the registerd PDD, two bidirectional electronic meters (accuracy is 0.5s) that were actually installed have been calibrated each year since 2007. The accuracy of meters and their calibrating frequency comply with with the requirement of the national standard “Technical administrative code of electric energy metering” (DL/T448 -2000) and also comply with the requirements of the applied monitoring methodology ACM0002 version 7. However, to compensate for a possible reduced accuracy the meters, the EGy during this monitoring period (24/02/2010-30/06/2010) was calculated conservatively as follows: EGy = Electricity Exported *(1-0.3%) - Electricity Imported *(1+0.3%) Therefore, the deviation from registered monitoring plan is conservative. |

Assessment |
The project participants intend to install meters with 0.2s accuracy and no revision of the monitoring plan is thus necessary. The deviation is about the adjustment of metered data to compensate for any higher uncertainties due to lower meter accuracy of key meter (M1) and check meter (M2) than what is required in the PDD until the 0.2s accuracy meters are installed. The accuracy of the meter does not represent any changes from the project activity as described in the registered PDD.

Impact |
With the lower accuracy (M1 and M2) than what is required in the PDD, the implication of discount rate as +0.3% into measuring the quantity of electricity exported to the grid, and the discount rate of -0.3% into measuring the quantity of electricity imported from the grid, is considered by DNV to be appropriate and conservative. The decrease of emission reductions incurred by the deviation (129 tCO2e) is equivalent to 0.30% of emissions reductions (42 564 CO2e) in this monitoring period. Therefore the impact of the deviation on the estimates of emission reductions is deemed by DNV to be limited.
