Description
The deviation covers part of the 1st monitoring period from 12 September 2008 to 30 November 2009. To be transparent project participant decided to not claim the BEMR from 1 December 2009 to 3 December 2009, and the details on this will be presented in next paragraph.
To determine the amount of methane destroyed by project activity 1468 (Jilin Liaoyuan Meihe coal mine methane power generation project), methane concentration, gas pressures and gas temperature are to be continuously measured at each CMM power plant to calculate the methane mass flow. However, the methane measurement equipments were installed in October 2009 due to financial issues, after commissioning the measurement equipments were put into formal operation on 4 December 2009. From 1 December 2009 to 3 December 2009, the methane sent to and destroyed in the power plant recorded by the measurement equipments was 39 t CH4. However due to commissioning, the data of 39 t CH4 were not recorded properly. Project participant decided to not claim the BEMR from 1 December 2009 to 3 December 2009, which was deemed appropriate and conservative by DNV
It is thus suggested to allow an alternative method to calculate the amount of emission reduction from the destruction of methane by using the power production. The power generation has to be measured and the data is already part of the monitoring plan.
The suggested back-up method for the methane calculation was included in the registered PDD (Page 41 in B7.1). However, ACM0008 version 3 only describe one way to calculate the amount of methane destroyed from a power plant which is through monitoring of methane mass flow to engines. Hence, the back-up method represents a deviation from ACM0008 and the EB’s approval of this deviation is sought.
Such backup method was approved by EB in the process of request for deviation I-DEV0246 for project 0892.

Assessment
The requested deviation concerns the verification phase of the project and an amendment to the approved methodology is thus not of relevance. No revision of the monitoring plan and no changes from the project activity are needed.
