Submission of comments to the DOE/AE Compilation of submitted inputs: 
1. Project area defined as Jixi City is inappropriate as it does not cover an area by a radius of 200km. Neither 10 cement plants nearest.
2. Alternative 2 should be detailed as the plant produces different kinds of cement.
3. The project is not first of its kind. Many cement plants in Heilongjiang province use the similar technology, such as Haolianghe cement plant mentioned in PDD. The plant uses coal ash (a kind of non-carbonated calcium source) as raw materials in production.
4. Investment cost is questioned by a parallel modification project for energy efficiency improvement, which was supported by Beijing Sifanglian Keji Co., Ltd.
