First, this project violate humman right, the immigration process are not legally and properly implemented and a lot of evidence can proove that due to the project construction, compenstation is not satisfied by the local and farmers are enforced to leave their farming land and homes without propoer implementation, project immigration office have used force and threat the locals to leave, there are evidences below:

as a representative of longbeiwan immigrants, we hope the CDM will bring benifits really to the locals, peasants are poor and helpless, what can they do without proper compenstation? such project is not qualified as CDM, if it is approved, where can we find the integrity of CDM and value of indealing with climate change?
please investigate before approve this project, we hope UN is a fair organization.

Secondly, as the project desgin document said that the project started construction in 2011-02-24. dame construction agreement, but the real starting date is much earlier:

2)Longbeiwan Project planned to start construction in 2010-09-01, reference link (http://www.geo-show.com/Join/newscontents-shiyanshi-41010.aspx), it says that by the reporter interview, the project already finished construction of the site roads and storage house and substation, year of 2010;
3)Longbeiwan project progress report in 2011-05-13, reference link (http://blog.cnfol.com/longbeiwan/article/47685301.html), it says that basical construction work have been done, and the dam already finished digging 0.2 million m3 stones, Diversion tunnel have been finished contruction with 500 m and commuting tunnel have been finished with 1000m;

a lot of evidences shows the project did not consider CDM at all, before the project construction, please investigate the truth.

we suggest the UNFCC CDM EB to check ERM, because ERM as the third party independent validator, in previous projects especially large hydros in Yunnan, Sujiahe Hydropower, they have lied many times that they have investigated the CDM earlier consideration issue. facing so many evidences, however, they wrote that they have investigated that the evidence and the starting date is still what the PDD says.
