Submission of comments to the DOE/AE Compilation of submitted inputs: 
The State Development Planning Commission (SDPC), the State Economic and Trade Commission (SETC), the Ministry of Construction (MOC) and the State Environmental Protection Administration (SEPA) on August 22, 2000 jointly issued the Regulations Concerning the Development of Cogeneration (http://www.rzjs.gov.cn/rqb/flfg/008.htm). It is indicated in Article 16 that centralized heating system instead of scattered small boilers should be applied for residential areas in heat distribution network in cities. This is an E- policy implemented before 11/11/2001. Hence the project activity is baseline.

In addition, the charge from end user legislated in local policy is against the national regulation (http://club.china.com/data/thread/1011/2718/53/76/3_1.html), and it is suspicious such clauses are meant to divert investment cost.
