Submission of comments to the DOE/AE Compilation of submitted inputs: 
The PP has wrongly interpreted the paragraph 28 for Greenfield Activities, since para 28(1) applies for the case where the WWT system has been operating for more than 3 years, not para28(2). This requires that the Measurement Campaign be conducted at the WWT plant where the Greenfield Activity will occur, which is reasonable. Why would the PP take data from another site if the existing WWT plant was operating for more than 3 years? My take on para28(2) is that this is applicable only if the mill is new or has just started operation and the data from a Measurement Campaign would not be representative of normal operation.
