If the Project IRR is so below benchmark why is the proponent going ahead with the project. moreover PDD doesnot show whether after considering CDM benefit the project IRR crosses the Benchmark. which is highly unlikely as the project's return is very low. so, a justification is needed for the same.

DOE to check whether the project IRR crosses the Benchmark after considering the CDM benefit with market rate of CER and Cnversion rate of Euro during the project decision time.
