As the information on the PDD of Nam Phang hydro power project, I have a comment:

In the published website of the project developer as  http://www.vinacorp.vn/news/ipa-investments-chinh-thuc-nhan-giay-phep-dau-tu-du-an-thuy-dien-nam-phang-tai-tinh-lao-cai/ct-317782

In above website published, the total investment cost of Nam Phang project is 811 bill. VND, however, in the PDD, it was made up to 978.704  bill. VND.
