Gujarat forum on CDM respectfully submit the following comments on the Project Design Document (PDD) for Solar Power Plant of 15MW in Gujarat by Palace Solar Energy Private Limited at Charanka village, Taluka Santalpur of Patan district in Gujarat, India.

Contribution to sustainable developments 
Clearly indicate which activities of project will be leading to sustainable development.

1.	Social well-being
•	What is project proponent’s role in improving infrastructural facility in surrounding area? e. g. Does project proponent contribute for road construction? By which way? 
•	The proposed project activity leads to alleviation of poverty by establishing direct and indirect benefits through employment generation

2.	Economic well-being
•	How many skilled/unskilled people from surrounding area were employed at this project during commissioning and operation? How many permanent and how many temporary?

3.	Environment well-being 
•	What will be the possible impact on water, air and land use in surrounding area due to project activity? Is there any impact on biodiversity of an area?
•	Although EIA is not necessary for solar plants – SIA (Social Impact Assessment) must be done. Possible impact on bio-diversity should also be studied.

4.	Technological well-being 
•	Does project owner have any kind of solar energy business experience? And what about the sustainability of the technology used for power generation?
•	The production process for machinery necessary 

Structure to solve complaints
•	What will be the complain redress mechanism if local people has a problem from project activities?

Local stakeholder consultation 
•	List of participants of meeting is not mentioned in PDD. There is no mention in which newspaper a public notice was published.  The public notice is to be widely published so more stakeholders can present their view.
•	List of attendees of local stakeholder consultation is not mentioned in PDD.
