The project owner signed land use contract on Feb. 6, 2010 with total payment of 11.71 Mio. CNY (http://www.mlr.gov.cn/tdsc/land/jggg/jghbgd/201004/t20100403_483464.htm). The date is earlier than project start date shown in PDD.

In addition, PP argues that tariff variation is not going to exceed 30.22%. However this is not true because NDRC already issued bus-bar tariff for biomass projects on Jul. 18, 2010 (http://www.sdpc.gov.cn/zcfb/zcfbtz/2010tz/t20100728_363362.htm). 0.75 CNY/kWh is much higher than the applied tariff of this project activity and more than the range used in sensitivity analysis.
