2. VAT rate for hydro stations with installed capacity below 50 MW is only 6%, regulation from State Administration of Taxation

3. The project was under construction long time ago before the date of shareholder meeting in PDD. From http://finance.sina.com.cn/stock/s/20070527/16193633415.shtml, it shows 10% construction work was done till the end of 2005. Another article in 2008 from People's Daily Online give the information of project construction too (http://finance.people.com.cn/GB/8150010.html). EIA report in 2009 listed details on completed construction parts.
