Submission of comments to the DOE/AE Compilation of submitted inputs:
-	CDM consideration is flawed and unless supported by some 3rd party. Further, mentioning of eligibility for CDM in the offer letters of WTG seller cannot be actually considered as consideration of CDM by the PP. Further, even after considering the CDM revenue the project is not able to achieve the commercial viability thus, using this tool the seller would not actually have been able to sell these WTGs to the PP, than what was the real motive of the PP to go ahead with this project?

-	Date of signing of the agreement between PP and the consultant should not be accepted as a measure of continuity of serious action towards CDM unless they are able to support this by some other means other than the signed agreement on their letterheads, since these can easily be re-produced any time for any dates.

-	Being a purely commercial company why the PP agreed to accept the lower returns, which are not able to reach the benchmark?

-	What PLF and IRR were presented to bank while sanctioning of loan for the project by the PP, same figures should be considered towards calculation of the viability of the project

-	Any consideration of the tax benefits available to the PP in the financial calculations?

1.	How many skilled/unskilled people from surrounding area were employed at this project during construction and operation? 
2.	How many roads in local area have been improved as claimed in infrastructure development in social well being?
3.	Environment Impact Assessment for such projects is not required as per legal requirements. But what would be impact of negative environmental conditions on project? Whether assessment of environmental conditions on project has been carried out?
4.	Stake holder consultation did not include local self government representation, district or state government authority from environment department / pollution control board. Whether NOC from state departments has been issued to this project?
5.	Minutes of stakeholder meeting is not included in PDD.
6.	Whether local villagers would be beneficiary of CDM revenue earned by company? Any plan has been develop to earmark certain fund from CDM revenue for community welfare to improve social well being of local people?
