Submission of comments to the DOE/AE Compilation of submitted inputs:
the following issues raised here is on the basis of the background information retrived from the project owner's website. the coorelating aspects can be found on the http://www.china-kangda.com/camdanews/100.html.

issues to be clarified:
1. according to the project description by the project owner, the project is expected to supply the electricity of 22,000MWh annually which is much more than the estimated one in the PDD. The actual electricity amount can lead to one higher project IRR which might be even greater than the quoted benchmark of 8%;
2. the project was stared to operate in May 2010, the total investment, annual O&M cost and other relating financial input parameters should be cross-checked with true expenses in accordance with the VVM version 01.2;
3. it can be understood that the project owner has invested some similar projects before, thus, pls. demonstrate that the project owner would not invest this proposed project even with lower project IRR (vs. benchmark);
4. the installed capacity of the project is reported to be varied as the operational time passes by. at the status quo, the project involves two generators while the third one is precited to be installed when more landfill gas is recovered in the third year since opeartion, thus, how to ensure the estimated electricity and relating CERs are correct in the PDD.
