Being the least cost option for wastewater treatment, which also meets the legal discharge limit, the treatment of Palm Oil Mill Effluent (POME) in anaerobic open lagoons without biogas capture is a prevalent and standard industry practice in Thailand.

The above statement should be elaborated with a complete detailed analysis considering the existing palm oil mills in operation in Thailand ???

What is the basis of calculating the project IRR for a period of 15 years ??

Why has the PP considered a fix electricity tariff for the project ?? When in general there has been a increase in the electricity tariff prices over the past few years ??? 

Also considering an average electricity tariff for the last 4 years is not conservative since the lowest electricity tariff in the last three years viz. 2006,07,08 has been more than the tariff assumed for computation of IRR viz. 2.31 baht/kWh. 

I understand that in order to present a conservative financial analysis the PP should consider a escalation in electricity tariff prices for computation of project IRR or in case a escalation is not considered then the highest electricity tariff available in the last few years should be considered for computation of project IRR.
