Dear Sirs,

As the information on the PDD, I have some comments:

The project developer has constructed the project of Ba Thuoc 1 with 60 MW capacity and Ba Thuoc 2 with 80 MW capacity, the two projects need to be  developed together for utilizing its infrastructure cost: road to the site, transmission line, grid connection which can be used both projects, therefore, the investment cost should be budgeted for 02 projects together why in the published PDD, the project developer only considered Ba Thuoc 2 of 80 MW, furthermore, implementation of  Ba Thuoc 1 with 60 MW, the power generated of two projects can be up to 700 million KWh/year compared with stand alone Ba Thuoc 2 with 284,504 million KWh/year as stated in the PDD, considering, 02 projects implementation, with total investment of 2,400 bill., power generated 700 million KWh with 746 VND/KWh, without CDM revenue the projects are high profitable, moreover, besides acquiring land for the 02 power projects, the project developer on ore mining work in the same area.  

The financial structure of the published website of the project developer stated that the local bank offering 60 percent of the project's total investment capital, the rest of the project developer's ownership capital why the PDD sated Loan: equity ratio is 70:30.

The PDD page 25 still left the name another project of Dak Srong 2 project

In the section Other Barriers – Technological of the PDD , the project developer published in the website as the biggest private company in Vietnam and experience of construction 13 hydro power projects, so the PDD did not reflect the actual situation.
