Interim Rules on Economic Assessment of Electrical Engineering Retrofit Projects is not applicable to wind projects in benchmark IRR selection. Benchmark of pre-tax project IRR is 5% (Table 2.13-1) and post-tax equity IRR is 8% (Table 2.13-2) for wind projects as indicated in Economic Evaluation Methods and Parameters for Construction Projects (3rd Edition), jointly issued by NDRC and Ministry of Construction on July 3, 2006. This document is the compilation basis of financial analysis for wind projects, which is widely used in China (http://www.hydrocost.org.cn/costSoftware/windsoftware.jsp).
Moreover, investment cost on wind turbines is assumed with increase trend in PDD. The information in 2010 China Wind Power Outlook (http://www.greenpeace.org/eastasia/Global/eastasia/publications/reports/climate-energy/2010/2010-china-wind-power-outlook.pdf) gives a picture “prices began to fall again during the second half of 2008, and in 2009 they fell rapidly”.
