Submission of comments to the DOE/AE Compilation of submitted inputs: 
As a insider, the FSR of the proposed project (which was used for the Project Assessment Meeting) was published in Oct. 2007. And 
the assessment meeting of the project was held on 12th Oct.2007. According to the FSR, the IRR of the project is much higher the 
benchmark, and applying CDM financing for this Project is not included in the FSR. As the description of the PDD, the CDM 
consideration of the project was made in June 2007, which is earlier than the FSR.

Question 1. Now that the CDM consideration of the project is earlier than the project assessment meeting, why the CDM description 
is not included in the FSR which is used for Assessment meeting?

Question 2. The IRR in the PDD is different from the IRR in the FSR , where did the data adopted by the PDD come from? 

I doubt the source of PDD data and the real CDM consideration.
