Submission of comments to the DOE/AE Compilation of submitted inputs: 
The CDM Consideration is very weak in thie project and it is evident from the chronology of events given by PP in the PDD. Further, the PP is not in the related business at all the way the bundling has been thought about clearly indicates that prime intent was business as usual and not CDM. CDM consideration is just an after thought. the very fact that HCA meeting and stake holders meeting was convened much after the equipment were commissioned is an indication about the weak CDM consideration. Hence DOE  validating agency need to check these facts before pursuing further
