the information provided in PDD is not real and inconsistent with the real implementation of the project,

e.g. 

1) the project started construction in year 2004 as per the website information published by the local government Development and Reform Commission (DRC) of Enshi Autonomous Prefecture for Tujia & Miao Nationalities (http://www.esfg.gov.cn/html/touzi_xiangmu/zhongdian_xiangmu/07_6_22_9_15_KIF0_04B6B45999HKA12.shtml)




2) the project signed construciton contract and other contracts before 2007 and prior to the project starting date indicated in PDD. The evidence for the determination of the starting date may be forged to conform the CDM requirement. DOE shall assess the starting date through the third party evidence, especially for the main equipment purchase contract, DOE shall interview directly with the signed manufacturer to assess the reality of the contract.




3) the electricity tariff applied in PDD is not consistent with the value in project design report (FSR/PDR).




the project includes two hydropower plants. PDD hides the information and demonstrate only one.




the commmon practice analysis hides many hdyroopower projects. DOE shall request the PP to provide a valid sources for the information of hydropower plants in local area and province. and for each of the identified project, DOE shall assess the information independently through a third party evidence
