Submission of comments to the DOE/AE Compilation of submitted inputs:
1.	Whether the proposed project activity is green field project or old one is not mentioned in the Section A.2 of the PDD.
2.	When the Lanxess India Private Limited (LIPL) plant was commissioned is not mentioned for transparency and clarity. And how PP is managing for steam and power from commissioning of the unit to commissioning of the proposed project activity is not mentioned in the PDD.
3.	What is the steam and power demand of the plant? What is the source of steam and power? These aspects have to be documented clearly in the relevant sections for better clarity and transparency.
4.	During the turbine tripping, from where power will be sourced is not mentioned. DOE has to check whether any DG sets or grid connectivity is subscribed. If yes, these aspects should be documented in the PDD.
5.	The supplementary fuel and auxiliary electricity consumption of the power plant is not documented in the PDD.
6.	Identification of baseline is based on the pre project activity. It is mentioned in Section B.4 that power was drawn during the pre-project activity. Then why PP doesn’t mention source of steam in the pre-project activity. What was the actual source of steam in the pre project activity? In section B.6 PP described since it is a green field project.  DOE has to validate this aspect.
7.	Since it is mentioned in the Section B.4 (Discussion on alternative 1) that power was imported in the pre project activity, the final baseline identified is therefore power from grid and not as identified. DOE to check carefully.
8.	If any boiler (fossil fuel fired) is used prior to implementation of project activity, DOE has to check the remaining life period of the boiler. If it is in end of life, then baseline for steam cannot be taken. Since the usage of fossil fuel fired boiler is not demonstrated explicitly in the PDD, the conclusion is not ensured.
9.	PLF and no of operating hours should be based on realistic phenomenon and as per EB guideline. DOE has to check.
10.	PLF, O&M charges, operating hours should be included in the sensitivity analysis. 
11.	Measurement of quantity of biomass fired in the boiler should be direct method. Indirect measurement is not acceptable. It is done indirectly, moisture loss, carpet loss needs to be monitored. DOE has to check.
