As per the Link (http://law.incometaxindia.gov.in/DitTaxmann/IncomeTaxActs/2006ITAct/sec_080-ia.htm) 80 IA benefit given to infrastructure project was incorporated before November 2001, was the policy or benefit considered in Baseline calculation or Project scenario calculation.

Also 80% Accelerated depreciation is also present in Income tax Act 1961 for solar and wind project equipments well before November 2001, was the same considered in the calculation of baseline scenario and project scenario.
