Shanxi Baolai Power Develoment Co., Ltd. is jointly set by RWE and another Chinese Company. The target is to develop coal mine CDM projects in Shanxi Province. It is not convincing that financial return is insufficient since no details were given in PDD. Each cubic metre exploitation of coal mine methane will receive 0.25 RMB financial subsidies in Shanxi.
