DOE must check whether the WTG purchase are first hand or second based on PO

The Project does not stated that how is the project cost/ fund raised. Whether it is 100% equity, 70:30 , etc.

Based on the above information DOE must verify whether DPR/FSR given to DOE is same or is there as difference or change in version.

PPA must be thoroughly validated by DOE. 

Demonstration of additionality is not as the guidelines.

DOE needs to seriously validate the project properly especially additionality.
