1) The equipment purchase contract of the Project was signed on 21 December 2008, which was the earliest start date of the project. In accordance with the "Guidelines on the demonstration and assessment of prior consideration of the CDM, version 1", the project owner submitted the notification of CDM consideration to Chinese DNA on 25 February 2009. The validation started with global stakeholder started on 21 April 2011. The gap between start date of project activity on 21 December 2008 and start date of validation on 21 April 2011 is more than 2 years. As required by paragraph 4 of the "Guidelines on the demonstration and assessment of prior consideration of the CDM, version 1", the PP/DOE shall clarify if the DNA was informed about the progress of the project activity after 2 years of initial notification. Please refer to VVM paragraph 104 (c). 2) The project has selected Fujian Province as the region for common practice analysis. As per “Tool for the demonstration and assessment of additionality” (Version 06.0), applicable geographical area covers the entire host country as a default. If technologies vary considerably from location to location depending on local conditions then the applicable geographical area could be smaller than the host country. DOE shall clarify how incineration technologies vary considerably from location to location in China to justify common practice analysis at provincial level. Please refer to VVM paragraph 120 (a). 3) PP states in the PDD that the Fujian Shishi MSW Incineration Project is different from proposed project as it is cogeneration project and hence has different energy source/fuel. DOE shall clarify how Fujian Shishi MSW Incineration Project can be considered different from proposed project activity as both Fujian Shishi and proposed project use MSW as energy source/fuel. Please refer to VVM paragraph 120 (b). |
