1.The DOE shall further substantiate the suitability of the input values to the investment analysis in line with the paragraph 113 (c) of VVM v1.2., in particular: (i) loan interest rate (7.74%) and debt equity ratio (55:45); and (ii) electricity tariff. While answering this issue, the DOE shall confirm whether the applied electricity tariff is based on purchasing price for the project activity given that the project is displacing electricity import from the grid. 2.The DOE is requested to further substantiate the common practice analysis as per paragraph 120 (c) of VVM v1.2, in particular : (i) how WHR project developed by the (Sichuan) Zigong Fujian Cement Co. Ltd has been eliminated from the list of similar projects and (ii) how WHR projects developed by the joint venture corporation are essentially different than the proposed project. 3.The DOE shall further substantiate the elimination of W3 baseline options (waste energy is sold as an energy source. In doing so, the DOE shall explain that these baseline options either: i) have prohibitive barriers; or ii) are clearly economic unattractive as required by step 3 of identification of baseline scenarios of ACM0012 v3.2. |
