Additional information
1. The DOE is requested to further explain how it has validated: a) that the selected benchmark is determined by a relevant national authority, in line with the "Guidance on the assessment of investment analysis” EB 51, Annex 58 as the cited references do not appear to be official publications; and b) whether the benchmark is a sector benchmark for the palm oil industry or independent power producers and how it was considered appropriate in the specific context of the project activity. In doing so, please refer to VVM ver. 1.2 paragraph 112.
2. The DOE shall further validate the electricity purchase price used in the investment analysis, in line with the requirements of the VVM v.01.2 paragraphs 111 (a), (b) and (c), in particular, the suitability of using the Provincial Electricity Authority document dated October 2005 as source and; b) why the price for the electricity purchased from the grid is lower than the price for the electricity sold to the same grid.
3. The DOE shall validate the suitability of the emission reduction calculation, in particular: (a) the build margin emission factor in line with any of the options cited in the “Tool to calculate the emission factor for an electricity system¨ ver. 2.2 and as per the VVM v1.2 paragraph 91 and; (b) the combined margin grid emission factor validated by the DOE (i.e. 0.51 t CO2/MWh, VR page A-56) considering that the spreadsheet submitted and the PDD use a value of 0.52 t CO2/MWh.
