1. The DOE is requested to further validate how the heating price was determined; in particular explaining the sources and values for the coal price and net calorific value. In doing so please refer to the VVM ver. 1.1 paragraphs 110 a. and 113 a. 2. The DOE is requested to confirm if all applicable government subsidies have been considered such as tax exemptions (income tax holiday) and VAT refunds in line with VVM ver. 1.1 paragraph 112 c. 3. The DOE is requested to further justify the elimination of the baseline alternatives that are facing prohibitive barriers, in particular, for CMM flaring, additional captive power plant and heat energy generation considering that it is not clear: (a) what exactly the publications on VAM utilization contains as the validation report does not provide description of the findings; (b) how the current enforcement of the national regulation to utilize CMM gas with methane concentration above 30%, is considered; and (c) details of the documents ruling out the distribution of CMM supply to neighbouring gas pipeline. In doing so, refer to steps 4 and 5, section II Baseline methodology procedure, ACM 0008 ver.5 and VVM ver. 1.1 paragraphs 86.d and 117. 4. The DOE is requested to further validate the applicability of the monitoring plan as the methodology, ACM0008v6 pages 42-43, requires that the quantity of pre-mining CMM (CMMBL,i,y) and post-mining CMM (PMMBL,i,y) should be included in the list of parameters to be continuously monitored ex-post. |
