1. The DOE is requested to clarify how it has validated: (a) 'biomass briquettes' as renewable biomass in line with 'Glossary of CDM terms' and therefore AMS-I.C. is applicable; (b) baseline efficiency of the biomass briquettes stove as 80.5%; (c) that emissions from consumption of fossil fuels/electricity in the processing of biomass briquette need not to be accounted for; (d) the exclusion of the biomass briquettes processing facility (PDD, p3) from the project boundary; and (e) the closure of CAR 4. 2. The DOE has not sufficiently validated how the requirements of the methodology (AMS-I.C. v13)have been complied as it is not clear: (a) what types of biomass/ fossil fuels/ other materials are used to produce briquettes; (b) how each type of biomass/ fossil fuel consumed will be measured separately(paragraph 22); (c) why the specific fuel consumption of each type of biomass/ fossil fuel used has not been specified ex-ante (paragraph 20); and (d) how the emission reductions are calculated to be lower of: (i) thermal energy generated actually from biomass fuels and (ii) thermal energy calculated from using specific fuel consumption and amount of each type of biomass fuel used (paragraph 23). |
