1. The DOE is requested to clarify in accordance with VVM para 116, how it has validated the barrier analysis, in particular: (a) technological barrier, as it has not been sufficiently demonstrated that the project activity is technologically more complex than the fuel oil thermal oil heater system and prohibitive in nature; (b) fuel supply barrier, as the VR mentions that most of the biomass are exported, and moreover the similar referred project using the same biomass did not face fuel supply barrier; and (c) prevailing practice barrier, as the analysis is applied to the rubber thread and glove industry only. 2. The DOE is requested to clarify how it has validated whether the woody biomass used by the project activity is renewable biomass as defined in the Glossary of the CDM Term. 3. The DOE shall explain how it has validated the project emissions from processing the briquettes and pellets in the manufacturing facilities in line with VVM version 01.1 para 76. 4. The DOE needs to further explain how it has validated the monitoring plan regarding the monitoring of the energy consumption from processing the briquettes and pellets in the manufacturing facilities. |
