The DOE has confirmed that the turbines and generators installed are different from the ones described in the registered PDD. It further confirmed that the change of turbines and generators is not classified as a change according to paragraph 5 of the Guideline on assessment of different types of changes from the project activity as described in the registered PDD. However, considering paragraph 5 of the Guidelines is not an exclusive and definitive list, but a list of examples, the DOE is requested to clarify why a notification or a request for approval of changes from the project activity as described in the registered PDD prior to the conclusion of the verification/certification as per paragraph 197 of VVM (version 01.2).
