The PPD in Page 33, states that “A connection with identical ammeters to the grid shown in Figure 6 will be built as backup. These two ammeters (M1’, M3’) function the same when the main connection (left one) is unavailable, thus the measurements of it on EGy,in and EGy,out are identical for the emission reduction calculation.” However, the back-up measuring system was not implemented as per the PDD. The DOE shall provide justification on how the verification requirements are met considering that the monitoring has not been conducted in accordance with the monitoring plan and the DOE has neither requested deviation from the monitoring plan nor raised any concern in its verification report with respect to the revision of the monitoring plan.
