1. The DOE shall justify the suitability of the applied benchmark in line with the Guidance on the Assessment of Investment Analysis version 2.1, in particular, the suitability of beta coefficient of 0.927 for energy sector in 2004. 2. The DOE shall further substantiate: (i) the suitability of the input values to the investment analysis in line with paragraph 109 of VVM, in particular, electricity tariff, additional capital expenses, annual O&M cost, and plant load factor; (ii) why demand/capacity charge (avoided cost), if it has been paid in the baseline scenario, has not been considered as saving to the project activity. 3. The PP shall conduct the sensitivity analysis with electricity tariff, instead of one element (Ft) of it, in line with paragraph 16 of Guidance on the Assessment of Investment Analysis v 2.1 4. The PP/DOE shall further clarify the existence of the technological and prevailing practice barriers to the project activity in line with the Tool for the demonstration and assessment of additionality version 5.2. 5. The PP/DOE shall further substantiate the availability of the waste heat to the project activity in line with AM0024 v2.1. For both the baseline and the project activity, the PP/DOE should provide the detailed information on: (i) waste heat consumed and vented to the atmosphere by the clinker production line 6; and (ii) specific fuel consumption of clinker production line 6 per unit output of clinker. 6. The DOE shall substantiate the suitability of assumed net calorific value and emission factors of fuel consumed by the clinker production line 6 in Kaeng Khoi Cement plant. 7. The PP/DOE shall provide the detailed information on: (i) the use of waste heat generated by other clinker production lines in the Kaeng Khoi Cement plant; and (ii) the production of Portland and other type of cement in the baseline and the project activity. 8. The PP shall identify the baseline scenario using Ecement and annual clinker production data of the clinker production line 6 of Kaeng Khoi Cement plant for: (i) at least two years prior to the start date of the project activity; and (ii) the ex-ante projections during the crediting period of the project activity, in line with the section 1.B of the AM0024 v2.1. 9. The monitoring plan shall include monitoring of: (i) specific fuel consumption of the clinker line 6 per unit output of clinker; (ii) Ecement of clinker production line 6; and (iii) waste heat used within cement work and normal uses of waste heat in the clinker production line 6 in line with the AM0024 v2.1. |
