1. The DOE should explain the suitability of the additional capital expenses (30% of the total investment) assumed in the IRR calculation. 2. The DOE should further substantiate the applied benchmark, in particular, the suitability of beta coefficient of 0.927 for energy sector in 2004, while the start date of the project is 15 January 2007. 3. The DOE shall further substantiate why demand/capacity charge (avoided cost), if it has been paid in the baseline scenario, has not been considered as savings to the project activity in line with paragraph 7, step 2 of the Tool for the demonstration and assessment of additionality version 5.2. 4. The PP/DOE shall further clarify the existence of the technological and prevailing practice barriers to the project activity in line with Tool for the demonstration and assessment of additionality version 5.2. 5. The DOE is requested to clarify how it has validated that the 1.152 MW diesel generator connected to the cement plant is operated only in cases of grid electricity outage. 6. The DOE is requested to further explain how the electricity demand projection for the cement plant was calculated for the period 2007-2016. According to the methodology section 1.B. (i) the Ecement projection should be presented over the crediting period (2009-2019); also there is an increasing trend observed in the electricity demand for cement work (Ecement, period 2004-2006, PDD page 13), which has not been taken into account while analysing baseline electricity options. |
