Please indicate reasons for the request for review
1) The MR calculates baseline emissions according to the COD values removed by the treatment system. However, the calculation of emission reductions shall be based on the amount of methane recovered and fuelled or flared that is monitored ex-post according to paragraph 34 of AMS III.H version 9. The DOE shall clarify how this requirement is met.  Please refer to AMS III.H version 9 paragraph 34.
