1. According to the Monitoring Plan (page 33; ID PEECY), electricity consumed from the grid by the project activity is to be monitored and accounted for as project emissions in the emission reductions calculations. While the monitoring report, as verified by the DOE, states that project emissions during this monitoring period are considered to be zero (PEy = 0). However, the emission reductions spreadsheets provided shows that electricity was imported from the grid during periods when there was no electricity generation in the project activity (Elimp) but this electricity import has not been accounted as project emissions in emission reductions calculations. The DOE shall clarify how it verified that project emissions due to electricity consumption are being considered in emissions reductions calculations. 2. According to the Monitoring Report (section 5.4.2, item 5), the first calibration of the landfill gas analyzer and temperature meter was conducted on 19/03/09 which is after the start of the monitoring period. The DOE shall clarify how it verified that the landfill gas analyzer and temperature meter were duly calibrated between the start of the monitoring period (12/02/2009) and the date of the first calibration (19/03/2009). Other Issues The Monitoring Report (Section 5.4.2 and Annex 2), as confirmed by the DOE, states that all meters will be calibrated according to the manufacture’s recommendations. However, the dates stated in the Monitoring Report for the next calibrations are not consistent for some of the meters, for example the flow meter calibration frequency according to the manufacture is 18 months while the due date for next calibration (01/12/10) is more than 20 months from the last calibration (18/08/08). This should be corrected in the monitoring report for consistency. |
