Incompetence
Please indicate reasons for the request for review
1) The DOE shall explain how it has verified the compliance with EB52, Annex 60 for the in-house measurement of the parameters "COD PA_tanks_inlet" and "COD PA_treatment_outlet" given that the first calibration of the COD reactor (09040C0012) and COD colorimeter (090190671943) was carried out on 03 May 2010, which is after the completion of the monitoring period on 31 December 2009. Please refer to paragraph 184 (b) (v) of VVM v1.2 and EB52, Annex 60. 2) The DOE is requested to explain how it has cross-checked the result of the external lab analysis for the parameter "COD PA_treatment_outlet" on 01 June 2009 given that no POME outlet was verified on that day. Please refer to paragraph 208 (b) of VVM v1.2. 3) The DOE shall explain how CAR 6 was deemed closed given that the emission reductions calculation spreadsheet submitted does not apply the lower value between the in-house laboratory analysis and the external accredited laboratory analysis of the parameters "COD PA_tanks_inlet" and "COD PA_treatment_outlet" for all months, as required by the QA/QC procedures of the monitoring plan. Please refer to paragraph 192 of VVM v1.2. 4) The DOE is requested to explain how it has determined that the most conservative assumption theoretically possible has been applied for the missing data related to the monitoring parameter “Methane concentration in biogas (CCH4)” during the period 13/12/09-31/12/09. Please refer to paragraph 208 (a) of VVM v1.2.
