Paragraph 197 of VVM (version 01.2) requires that for each monitoring period the verifying DOE shall identify any concerns regarding the implementation of the project activity against the description in the PDD and, where concerns arise, submit either a notification or a request for approval of changes from the project activity as described in the registered PDD as per EB 48 Annex 66 prior to requesting subsequent issuance of CERs. The DOE is requested to clarify how it verified that the project activity was implemented as described in the PDD considering that the turbine was changed during the actual project implementation and why the DOE did not submit notification or request for approval of changes from the project activity as described in the registered PDD as per EB 48 Annex 66 prior to requesting subsequent issuance of CERs.
