1) The DOE is requested to further clarify why it did not request guidance from the Board prior to the request for issuance as per paragraph 130 of PCP version 2 considering that up to this fifth request for issuance (from 28 December 2008 to 27 July 2012) the average amount of electricity generated (hence the plant load factor of the project activity) is 19.8% higher than the one indicated in the registered PDD. Due to this increment the IRR would cross the benchmark of 8%. Please refer to VVS v.2 paragraph 279 (c).
