OTHER ISSUES: The verification report (p 102) states that "the DOE performed a visit of 76 randomly selected households within five sections that were identified to be close to the average across all 68 sections covered by PA". Further, it (p 87) states that "24 household participating in the spot-check study have been randomly selected in regions which were closest to the average regarding parameters known from CFL distribution (not a household, no eligible GLS point, household not found, etc. - compare distribution form B) and within reasonable distance from Vizak city". However, the verification report does not provide rationals of the sample number of "76" and "24" used for the verification of "The number of CFLs working at the time of cross-check" and "Number of meters (r) that provide a valid reading during day (d) of the baseline study" accordingly. The DOE is requested to clarify how it followed the requirement of paragraph 196 of the VVM (version 01.2), and how it considers this sampling of households to be statistically representative and random.
