The DOE (p 10) states that “In order to account for any possible uncertainty resulting from the lower accuracy of the auxiliary meters, the data from backup monitoring system have been used to calculate the emission reductions for the monitoring period from 13 February 2009 to 15 June 2009.….. Comparing the meter reading from the main meters and backup meters, in addition to higher data accuracy, the data from back-up meters are more conservative.” However, according to the spreadsheet submitted, the meter readings from the main meters of the 2nd phase project activity for the period of April - June 2009 is more conservative than the meter readings from the backup meter. Further clarification is required on how the DOE verified: 1) The backup meter readings which consisted of EGExport and EGImport as per the applied methodology; and 2) That choosing backup meter readings for the calculation of the emission reduction was more conservative.
