The variability of the methane content established by sampling during the monitoring period ranges from 32.00% to 77.50% and the measured variation has not been taken into account when the sample size was determined. Hence, it is not clear whether the sampled parameter can meet the 95% confidence level as required by paragraph 11 of the AMS-III.H, ver.05. The DOE is requested to clarify how it was verified that the sampling of the methane content conducted during the monitoring period complies with the requirement to undertake periodical measurement of the parameter at a 95% confidence level.
