It is noted that for site 21802, the result of Flare efficiency test conducted on 28 July 2009 (99.84%) has been applied retroactively through the whole month of July. This is not conservative, considering the lower value of previous flare efficiency ( 73.41%) as the result of test conducted on 23 July 2008. Similar for Site 21982 and 26642, the flare efficiency test results conducted 11 March 2009 and 23 March 2009, respectively, were applied for the whole of March. The DOE is requested to provide clarification on this approach.
